Background layer help

I was working with two photos trying to make a photo montage by adding one photo to another and couldn't get it to look like I wanted so I just closed everything out, and I didn't save any changes. I went to start back over, but now I bring up my first image that I want as a background, then I open the other photo that I wanted to blend in with the background, but now elements is making both images a background.Which ever photo I click on becomes the background image and the other doesn't open up like a new layer.What did I do? :confused:

With both images open, open the layers palette for one of the images and click and drag the layer thumbnail over to the other open picture. Now look at the layers palette for that second image. You should have two layers -- one for the original image (which should be labeled background) and another layer with the image from the other picture.
