How do I & can I set the default on PSE 3.0 that when I upload new photo's from my digital camera or scanner that they are saved as TIFF files?
Currently they are being saved as JPEG's and I would like to change that, but can't quite figure it out.
I know I can save individual files to a TIFF, but wish to save all new files coming from my camera or scanner as TIFF.

That cannot be done. When downloading the photos from the camera or card reader, you actually make copies of them. That makes them exactly the same quality as the images in the camera. If you could convert them to TIFFs on the fly, they would not be any worse or better either.
Generally it is suggested to save an edited file as TIFF or PSD, since those are lossless formats. So, if you keep your original JPEGs as they are, you do not have any disadvantage. You can open and view them and close them as often as you want, no change in quality will occur. Only when you re-save a JPEG a slight deterioration will take place due to the re-compression.
Now, if you really would like to store all files, edited or not as TIFFs, you will be using a lot more disk space. I would not use Elements to do this kind of batch processing, rather another graphics utility like IrfanView. But that is another story.
