so if i apply this effect - hoping to frame the picture with a neon frame - it appears to erase to picture inside the frame!

Try adding a new layer, giving it a stroke or square marquee, and then apply that effect to that layer.

Or wait for somebody smarter than me.


Shouldn't take long.....

no, the problem would be that i'm not smart enough to follow your instructions! "giving it a stroke or square marquee"?

I have PEv3, and for me WOW neon shows up under Layer styles, but it is there. It appears that it has to be applied to a layer other than the background:


Duplicate background layer
Double click the WOW neon selection
One can apply shadow to suit via double clicking the f icon on the layer to bring up a dialog with sliders

Interesting how this layer style works. I stroked the photo first (edit> stroke) with an extra wide stroke and then I used Wow> Neon on that stroke and the stroke disappeared and a double row of neon remained. The neon stroked the outside and inside of my border stroke and created this double effect.

I find a lot of layer styles work better if you make a border for the photo on it's own layer

select the photo by double clicking on the thumbnail of the photo in the layer's palette - open a new layer - stay on the new layer - and then use edit> stroke - then control> d (deselect)

Add your layer styles to the stroke layer.

Keeping your stroke on it's own layer allows you to delete that stroke at a later time without effecting your photo.
