The only brush shown is spot healing brush, and I cannot find the select brush tool. I did have it originally and now it is not there. Even when I hit reset tools.

Is it nested underneath? Click and hold on the tool until you get a little fly-out menu...then you should find all the brushes you need.

Now I have a brush, but we are trying to do the Making Cool Light Streaks video and the brush icon on the top menu as he does in the video.

Not sure what your problem is. Have you made a brush like Corey does in the video or are you wanting to use a default brush? Either way once you've selected your brush tool from the palette on the lefthand side, you then go to the top and choose your brush from the drop down list:

If you look to the far right from what you are showing us there is a brush icon and one right to the left of it, but we dont have either of them on ours. But we do know how to use the one you are saying.

We found the hidden brush. It was under the pencil tool and you had to hold it down. Which showed the brush tool. Thank you for your help anyway.

I think the icon that is second from the right on the top toolbar only shows if you have a tablet (like a Wacom) installed. But you should have the one on the far right which allows you to change the brush options (spacing, angle, hue jitter, fade scatter, hardness)
Glad you found your brush tool though.
