Is there a work around available for "Smart Onject" in PSE5?

I am running Xp SP3.

I strongly suspect that the underlying components are just not a part of PSE5.

PSE6 and 7 have Smart Objects built into their 'engine', and they can be made use of via actions recorded in PSCS... but not, I'm afraid, PSE5.

(standing back, now, to see whether I'm proven wrong. :p )

Mostly right I think :D. Actually PSE5 does have Smart Objects in a very limited way (the frame layers are Smart Objects) but AFAIK that's about it and the Elements+ actions which let you tap into things like Smart Filters don't appear to be available in PSE5.
