Create "Additional options" not accessible

I am using PS Elements 5.0 with Windows XP. When I select the Create function from the Editor, the Additional Options ("Auto Fill with Selected Images..." and "Include Photo Captions") are both grayed out and cannot be checked. What do I need to do to access these options?

You need to be in the Organizer to use those Photo Layout options I think. It actually says - auto fill with additional images from the Organizer.
