I did a search and I can't find the answer to my question. I am a newbie at this so if I missed it please let me know.
I am trying to create an 8.5 by 11 photo collage and I have about 40 pictures I want to put in it but I can only get about 15 or 16 placed and then I get an error that says
The command "Place" is not currently available. Do I have to save my work or something just to reset everything.

Forty photos is a lot for an 8.5 x 11 canvas. Won't they be really small for viewing? I've not done a collage with the Place command, so I'm not sure if there are limitations using that method.
If you're trying to make the photos look like thumbnails, or create a contact sheet, you can do this from Organizer (if your photos are in Organizer).
Ctrl-click on each photo in organizer you want on your sheet.
From the organizer menu: File > Print
Under 2) Select Type of Print, select Contact Sheet
Under 3) Select Layout, uncheck all the check boxes so you can get the maximum photos on the sheet, select 6 columns.
That should put all 40 of your photos on one sheet. Then send to the printer.
This may not be what you're looking for, but I thought I'd mention it.

I am not familiar with the "place" command in elements. You must be using some sort of creation.
To make a collage by hand, first make a blank document of the size and resolution you want. (300 is a frequently used resolution for print projects)
Then open each of the photos you want to include. Select the portion of the photo you want included (probably using the rectangular or oval marquee tool) then edit>copy. Go to your collage document and edit>paste. Use the move tool to resize and position. Each photo will be on its own layer. You can drag the layers up and down in the pallet to restack them and change how they overlap.
