Our condo is discussing changing the colors of our mansards/building. I have been able to change the mansard color with no problem. The building itself and the shutters however I cannot change. It finally dawned on me that it is because the whites are blown out so therefore no color information. Is there a way around this or must I ask the person who took the picture to do it again. Also, what should I suggest they do to take the photo of the white building to avoid blown out areas.

I made a selection of one of the shutters with lasso tool
Placed the selection on a new layer
Added a hue/saturation adjustment later
Linked these 2 layers
Back to the hue/saturation dialog, checked "colorize", worked the 3 sliders
Probably using a mask one can make a better selection of the shutters, but in the all white environment and the low resolution, it is difficult to visualize the details.
If you can take a new picture, I would cover the perimeter of the shutters temporarily with colored cloth or paper in order to facilitate making a selection.

Instead of working with Hue/Sat try painting. It would be easier, though, if the shutters were more in focus and recognizable.

Thank you both for taking the time to try to help me.
Juergen, did you paint in hue or color mode? How did you get the detail of the shutters to come through?

Elaine,
I painted mostly with the brush set to Normal on a layer that was set to Color. I also used a layer set to Normal at very low opacity for areas where the color did not take.
I 'cheated' some with the shutter. The upper part is a little more detailed than the lower. So I cloned some of detailed area onto the bottom half. I also drew a line on each side of the shutter (at very low opacity). That is why I suggested to get a more detailed photo.
