I want to show my web url at the bottom of the pictures in my slideshow. Is there a way to make the text static while the slideshow pictures pan and zoom?

You left out some important information in your question.
1. What program and version are you using to create your slideshow?
a. Photoshop Elements 7 only
b. Photoshop Elements 7 and Premiere Elements 7
c. Premiere Elements 7 only
2. What is going to be the end product for this slideshow? Playback TV as DVD-VIDEO, Playback on computer as .wmv file, other?
If you have Photoshop Elements 7 and Premiere Elements 7 installed on your computer, you could:
1. create you slideshow in Photoshop Elements 7 with its Pans & Zooms, etc., but omitting the URL text.
2. then, output the slideshow to Premiere Elements, using the Photoshop Elements 7 Output option "Send to Premiere Elements".
3. when the slideshow is on the Premiere Elements 7 Timeline, create a title with your URL text (that title goes on Video Track 2 above the slideshow on Video Track 1).
You could use Premiere Elements for slideshow creation as well as export to .wmv or DVD-VIDEO. But, creating pans and zooms takes a little bit more work. You can use presets for Pans or Zooms or use "Keyframing" for creating Pans and Zooms.
I have not yet figured out a scenario where you could get what you want just within Photoshop Elements Slide Show Editor.
