Layer Delete Icon Greyed Out

I have to "manually" delete layers that are not the way I want. I have the latest PSE - with previous versions, I could drag the unwanted layer to the trash can icon, but not with PSE 7. Trash can is greyed out.

Also, when in Full Edit and I want to create with artwork, none of the options appear in the sidebar.

What gives here?

Can't help with the trash can - it should work - mine does.

As for artwork - it's all there but it's now called Content. Look there and you'll find frames, graphics, backgrounds etc in the drop down tab.

Hope, is the layer locked; the little lock icon is on the right side of the layer in the panel? Also, you can not drop the Background Layer (even if it has been renamed and unlocked) into the trash can if it is the only layer.
