How do I create templates?

I am trying to create templates for my sons birth announcement, using my backdrop and 3 photos. Can someone help me plz?:)

If it's a template you want to use again and again use the marque tool on a new layer and fill the selection with a contrasting color. Save as psd file. When want to use, just control click on the layer and paste into selection. Can also use custom shapes tool to make templates.
If you are just looking to make the 1 announcement, have all the pic you want to use open as well as the background. Drag the pic up from the palette to your background to create a frame layer(this will size it small enough to fit in the background). Simplify the layer to make further adjustments.
