Can anyone tell me how can I find the slowmotion effect when editing part of a video?

What version of Premiere Elements do you have and are you using or planning to using?

You create your slow motion effect with the Time Stretch Tool.

Briefly, to get at the Time Stretch Tool in Premiere Elements 7
a. Clip Menu/Time Stretch
or
b. Right click clip and from pop up menu select Time Stretch
Either way it is a good idea to check "Main Audio Pitch" to avoid unwanted associated sound distortions.
