First time user. The cloning tool has both a spot and a plus sign. How can I adjust the distance beween both parts of the tool?

The plus sign is where it's sampling from, the "spot" is the brush tip where it's cloning to. You Alt click on where you want to sample from and then use the brush where you want to clone the sample area to. The distance between them just depends on where you're cloning from to where you're cloning to. You can keep them aligned (so they stay the same distance) or uncheck the aligned box and then it will revert back to the same sampling point when you brush in another area (so you can clone the same spot to different areas of the image). Hard to explain until you play with it for a bit.

In the Clone Stamp tool options bar at the top of the screen, uncheck ALIGNED. This Help file explains how Aligned works:

http://help.adobe.com/en_US/PhotoshopElements/7.0_Win/WSae2ea3b149d0c3591ae939f103860b3d59-7ed8.html

This forum thread also has some discussion on the effect of Aligned not checked:

Hope this helps.
