Help! I got a new computer and naively thought if I saved my photo catalog to a snap drive, loaded photoshop on my new computer and "get photos" from drive, they would all be there, nicely organized as before. But no.... About 1000 of my photos are not in my new catalog and none of the tags exist, therefore no tags on any of the photos. I am admittedly new to Elements, so this is probably basic, but can someone please help me before I totally melt down?

I would recommend that at this point you stop fiddling for a solution and wait for more responses to your question. I have seen some unbelievably qualified users of this forum and have no doubt that a very credible and useful response to your problem is forthcoming.
When I upgraded from version 4 to version 7, I found that many, many of the tags were missing and I went through the laborious process of re-creating them. The only plus was that it gave me an opportunity to re-think the way I wanted my shots organized...
Hopefully there is an easier way for you to solve your problem--help is on the way...

While I don't use the Oranzier personnally, from what I heard is that the catalog is just a way to access and organize your photos. The catalog itslef does have your photos. Wherever you store your photos on your hard drive is where you photos are and that is where you need to go to transfer your to your new computer.
