Problem with Filter Menu Preview Panel

hi .....new to elements and having difficulty following a tutorial for putting a jagged edge around a photo....After having made a border selection on a new layer...I was instructed to go to the filter menu and select brush strokes spatter......the problem is that in the preview window nothing changes....it still reflects a solid black border..... Any help would be appreciated....By the way I a mac user if that makes any difference.

hi Wendy..thanks so much for responding. I am using elements version 6. The tutorial was in Elements Techniques magazine vol 3 1..article by Dave Cross on "Make your own borders"

Just wondering if you possibly used the same color (black) for both Canvas Resize and Stroke?
