Video Cam Effect [Archive] - Elements Village

Hi,
WHile looking at a photoshop site I found this effect, it uses actions (not available to Elements.
So I adopted it and this is the result.

On the Adobe Resource - Exchange.
Pity PE doesn't allow actions.:(
