PSE7 trouble

I had PSE7 running on my Vista 64. I was exporting a few images to a flash drive, we had a power outage. When I restarted PSE7 I get the Vista version of the hour glass going around, then I get a message saying PSE7 is not responding. I have waited and it never starts. It does get to the organizer tray, as that is what I am starting, then it freezes.
I have uninstalled and reinstalled and the same thing happens. I have also restored the computer to an earlier time, then reinstalled.. no help.
I do have PSE6 on the computer and it works fine. How do I get PSE7 reinstalled and working?

Before I read you post I tried everything again and it is loading now. Now I am getting a "Tvichw32 open error" and "Can not load ASPI layer driver error"...only when the editor loads, not the organizer.

Also is there a box to check so the oranizer will check for new images on the hard drive when I open it. Seems like 6 does this. In 7 I am manually checking for the new images.

I haven't heard of that before, but a quick Google on the error messages shows lots of hits and possible solutions, e.g.
