I love to do this kind of post processing. I couldn't find out the name of the photographer as so many were snapping pictures. This is "Before".

I''m glad you like it Scott. I was afraid someone would ask how I did it. I'm not good at knowing exactly what I did to arrive where I am as I try so many different adjustments until I get something I like.
A few years ago there was a thread on this subject but I can't seem to bring it back. Perhaps someone else can do it.
Here is what Coe himself said:

I think he must have been using Photoshop and not Elements.
Briefly, here is what I did in general:
turn pic to black and white
Open adjustment layer. Move right arrow to the left to lighten. I tried to get the face almost white with just a trace of modeling Play with contrast and opacity.
Duplicate this layer. On bottom layer sharpen paying attention to eyes and lips. In this case her right eye was very dark so I lightened it added some catch lights. Then on top layer I erase around the eyes and lips so the sharped image came through. Again, play with opacity.

Combine pics and then went all around the edge with Dodge tool at l00%. Reduced opacity and hit some areas of hair that seemed too dark.

There are so many tools and filters you can play with to get an effect you like, blurring or textures. It's great fun to experiment.
Hope this gives you some ideas.

Thank you for explaining how you achieved your results.
Since I'm new to this, it's a struggle to figure things out.
Between your instructions and Coe's, I was able to create one of my niece. I'll post it up here if she gives me permission to do so.
The best thing come from this, is the discovery of the dodge and burn tools. Those should come in real handy later. Oh, and a nice picture sketch that will hopefully be enjoyed by others. :)
