Hi John & welcome to the forum.
One great aid in learning Elements is to subscribe to www.photoshopelementsuser.com (http://www.photoshopelementsuser.com) which includes Photoshop Elements Techniques Newsletter/Magazine, access to over 200 video tutorials and many written tutorials.
There are several great books:

There are a couple sites that offer online courses:

http://www.lvsonline.com/schedule.shtml
There are many sites with free Elements tutorials, just google Photoshop Elements Tutorial and you'll find an unlimited supply. If they are for a prior version, they still work with PSE7, also some Photoshop tutorials are workable in Elements. If you need a workaround, just post here and someone will help you out.
You'll need to understand using Layers to use Elements to the fullest. Also understand what each Tool does, especially the different methods of making selections.
There is quite a learning curve to using Elements, but it is worth the effort and many of us have become PSE addicts. Good luck and if you need any specific help, just post here and someone will help.

John,
There are hundreds probably even thousands of sites available. DigitalCraftCottage (http://www.digitalcraftcottage.com/) has lots of free tutorials as well as a FUNdamental class that starts at the beginning for very little and yes it does cover PSE7.

John, welcome to the forum.
My suggestion is to first learn some of the terminology and tools used in Elements.
Have you installed it yet?
If you have then double click on the PSE icon in the application folder or on your desk top. This will launch PSE.
At this point go to File>Open>Choose any photo you have on your system.
The photo will open on your desk top.
Once the photo opens on your desk top you can use whatever tools you find and see what they do.
If you get into trouble you can always close the photo and re-open it.
Check on the New Posts each day and read the posts that seem to interest you. After a while things will become familiar to you.
You than can begin with a simple correction.
Please post back with your progress and or questions.
