Turning an image into a graphic

I was wondering how to take an image and make it look like clipart? I want to use it as a logo. Hope that makes sense.

Erica, follow the tut in this link. I don't remember whether it's for PS or PSE, but it should be pretty much the same.

You can try this:
If needed cut out the person/object from the background.
Put this on it's own layer with Ctrl+J.
Filter >> Blur >> Smart blur
radius 18
threshold 36
quality high
mode edges only
Ctrl + I to invert
Adjust the setting if you need to.
I had trouble with the eyes.
