Hello
I placed one layer above another and wanted to shrink the size of the first layer to place it IN the layer underneath but cant seem to do this.. It seems simple enough but not for me!

Charlie, I think you just activate the layer and shrink the image to the size you want. Then with the move tool position it as you wish. You don't actually move the layer.
Your other choice is to copy the image to another document of the same resolution. Shrink it and then move it back either on a new layer or on an existing layer.

I'm not sure of your reason for wanting to do this but try the following.
1. Select everything in your top layer by holding down the Ctrl key and clicking on the Layer Icon.
2. Shrink the contents of the layer using Image > Transform or Ctrl +T. If you hold down the shift key when moving the corner handles the aspect ratio is maintained. Press enter when done.
3. Select both top and bottom layers and then use Layers > Merge Down or Ctrl + E
