I am having problems opening two photos to create a collage/Montage. I can't get the second photo to open as a layer along with the background layer. Any ideas

Open both images. In PSE6 they should both appear in the Photo Bin at the bottom of the workspace, and one will be in the active window workspace. Select the Move tool (V), click and drag the image in the workspace down and drop it onto the other image in the photo bin.

Both images, each on its own layer, will be in a single file.

Make when you save that file, do a SAVE AS and give it a new name, otherwise you will overwrite the original version of the image with your composite.

When I go this the image I move appears in the layers palette as a frame image. How do I get it so it is layer 1

I occasionally do it that way, but most often have my copy of the first image open, open the second and either 'select all' (CTRL-A) or make a selection, usually feathered, with one of the marquee tools, copy (CTRL-C), open the destination image, paste (CTRL-V) and resize with either the Move tool or Image, Transform, Free Transform (Ctrl-T)

I love doing montages, although I still can't compete with 'the Montage King' - Kev, who has taught me such a lot!

If you drag an image up from the photo bin and drop it on the active image, it will be added as a frame layer (denoted by a little + sign in the corner of the thumbnail in the layer panel).

If you drag down from the active layer and drop the image on the thumbnail in the photo bin you will not get a frame layer. This is essentially the same as the selecting, copying and pasting steps that AnnC suggested, only faster.
