Help I can't get a scrapbook frame to work

I'm trying to do a scrapbook page and when I add a frame into my work space the part that is suppose to be see through becomes gray on the work space. The file looks correct when it is down at the bottom on the screen (show the checkerboard patter on the inside of it). The same thing keeps happening with all of the elements that have see through parts to them. I hope this makes sense because this is driving me crazy.

Tricia, did you check the mode that's RGB and not Grayscale of Index color?

Yeah I am in RGB.

Are you using elements 6?
If so, are you dragging it up from the photo bin?
If so...don't.

Select the frame so it is in the work space by itself, select > all, edit > copy
then return to the document, you want to put it on and edit >paste.
