Photo display size out of wack

When I open an 8"X10" photo in Photoshop Elements seven is comes up as huge and is unprintable. How do I get this program to open an 8X10 as an 8X10 as apposed to somthing poster size?:confused:

What is the size of the 8 x 10 image when you open it.
Width (is it inches?)
Height
Resolution
Go to Image>Resize>Image Resize
