I'm trying to put 4px stroke around a photo. Here is what I've tried:
new layer blank resizes drug in a photo transformed it to size. I can not get a dashed line around the imige so that I can go to edit and use the stroke (outline) selection. help

You need to CTRL click the layer (on the thumbnail) that has the item you want stroked. That will give you marching ants around the photo (or whatever you want stroked). Then make a new layer above it, select the new layer, and go to Edit>Stroke(Outline) Selection. When you're done, click CTRL + D to deselect the marching ants.

Thanks for the tip. However, I can not make the marching ants appear. I am missing something. Opened a photo,opened a blank layer, resized to 8x10, drug my photo in and allined it with both layers open, unlight the layer 1 so the blank with photo is active, put the mouse arrow on the photo and held down ctrl and clicked the mouse marching ants do not appear.

You don't put the mouse arrow on the photo. You put it on the thumbnail of the photo over in the layers palette, then click CTRL.

Absolutely, I did as you stated step for step and I can not make it work, Looked at a Quick Time and still can not make it work.

If you are still unable to get your marching ants you can still put the frame around the photo. Highlite your photo & just go edit>stroke selection . It is better to get a frame on its own layer but you can get away with this method depending on what you are doing ( making). Apologies if you already know this.

To select the new blank layer try using the rectangular marquee tool.
Select the tool then click on the actual layer and click Cmd+A (Mac), (Cont+A) PC.
This will activate the marching ants around the entire layer. At this time apply the stroke.
If you wish to select only a part of the layer then instead of clicking Cont+A just draw the marquee tool around the area you wish to stroke.
Make sure your applying the stroke to either inside or centered. If it's applied to the outside you may not see it depending on the size of your document.

bnrcpr23 (http://www.elementsvillage.com/forums/member.php?u=10217), from the description of your steps, it sounds like you dragged your photo up from the Bin and dropped it onto your image, thus creating a frame layer. Does that new dropped layer have a tiny "+" in the bottom right corner of the icon in the layer panel? If so, the CTRL click technique Shar described will not work on a Frame Layer, and will not put marching ants around the frame image.

Starting over, activate the second image (the one you want to add tot eh other) so it is up in the workspace, select the Move tool (V), click and drag the image down and drop it on the first image in the Photo Bin.

Now re-size, and CTRL click on the the icon-image as Shar suggested in the layer panel and the marching ants will appear.
