For the upcoming holidays I would like to make card templates. I would like to make the cards two different colors (Ex. the top being red and the bottom green with a border in between). I have no idea how to go about doing so. Anyway help would be greatly appreciated.

The easiest way would be to open a blank page in whatever size your card is to be, use the rectangular marquee tool to mark out the top half, flood fill with the colour of your choice, do the same for the bottom half then the same for your border.

In the Subscriber area, there are several tutorials by Wendy on how to make greeting cards (Christmas, Birthday, Valentine, etc.). With a little tweaking, you can make them into templates.

Red River Paper has a nice tutorial (http://www.redrivercatalog.com/cardshop/tuts1/index.htm)and a software program (I don't have it so I can't tell you anything about it).) I have been very pleased with all the paper products that I have purchased there.

You need to decide if you will be printing them yourself on a home printer or having them printed online or at a local printshop. That will determine the sizes of the cards available to you and what part of the card is in a printable area.
At the local printshop ask but be sure you ask the guy who knows what he is talking about. I remember having to redo a project when I called and got the wrong info on minimum margins. Had to pay computer time at the shop to redo my design before I printed.
Online printshops usually have templates and faqs that give you the necessary details about size and format.
If you are printing at home using paper designed as cards there is usually an instruction sheet in the package. You also need to check your printer info for printable area. I need to flip some of my designs upside down so that the front of a horizontal card prints first so I can have narrow margins there. My printer has a large minimum bottom margin-not generally a problem on the back of the card.

If you are printing at home, make some printing templates. Just outline the area your design will be in and print that to see what your printer will do with the project.
If you are using packaged cards, instead of wasting them with your trials, cut out paper in the size of the cardstock and work on that.
Once you get the hang of your printer's handling of your projects, things should go smoothly.
