After installing PSE 6 I had a recurring error message popping up. One of those that said it couldn't locate a file, in this case apdproxy.exe, and therefore could not open. I just ignored the message and continued on my way but I finally got tired of it and found that Adobe has a fix on their website. If anyone is interested visit Adobe or let me know and I will post the fix..........Bill

Here is the info:
ConnAPI.dll error message when you start your computer (Photoshop Elements 6)
Issue
When you start Windows or when you start Adobe Photoshop Elements 6 on Windows, you receive an error message:
apdproxy.exe: Unable to locate component. This application failed to start because ConnAPI.dll was not found.
Solution
Do one of the following solutions: Solution 1: Remove the NOKIAManager.mox file.
Exit Photoshop Elements.
Open the C:\Program Files\Adobe\Photoshop Elements 6.0\moxplugins folder.
Move the NOKIAManager.mox file to the Recycle Bin, or another location such as your desktop.
Restart your computer.
Note: The NOKIAManager.mox plug-in file is required for Adobe Photo Downloader to download photos from a Nokia mobile phone. If you use a Nokia mobile phone, use Solution 2. If you later decide to use a Nokia mobile phone, either move the NOKIAManager.mox file back to the original location or reinstall Photoshop Elements.
