Suggest that you download the free software from Avery for templates:

http://www.avery.com/avery/en_us/Templates-%26-Software

NEATO also has templates for download.

MS Word also permits label creation.

With use of the templates created for the paper stock, one can populate the fields readily, and insert graphics created in Elements as well.

what if its not an avery label?

its a 3.4" round label I'm trying to work with and pulling my hair out over!

Suggest the following work-around:

1. Open new>blank file>size=8x10" for example, RGB, background=white
2. Access the elliptical marquee tool, mode=fixed size, enter 3.4" for w&h
3. You should see "marching ants" around the selection
4. Go to Edit>stroke and place the stroke inside
5. Duplicate this layer, and position the circle with the move tool
6. Duplicate the layer created in step #5, position with move tool.
7. Repeat this process until you have the number of circles that you require, and in the position for your purpose.
8. Since each one is on its own layer, one can use the text tool to write text within the confines of each circle.

Hope that this is what you are after.

I looked around on my computer, and the NEATO software certainly has templates in a round configuration. These are tageted for labels on CD's. You may be able to adapt same for your project, esp. if the recipe in my prior post lacks the required precision.
