This is about as simple as it gets!! Here is what I did...

Duplicate photo (that's a given!!)
On the Effects Palette choose Cutout and adjust sliders to your liking.
Add Wendy's Deckle Edges from Cookie Cutter Shapes with feather adjusted to your liking (I used 28).
Add new layer under your picure layer and fill with desired color.
Add frame (I used Inner Ridge Bevel from the Effects Palette and adjusted width etc. by double clicking on fx).
