I saw it often when tutorials use the screen of the palette layers to illustrate the workflow, styles and actions. Sometimes, I need to do it when I explain the work I did on my own pictures to some friends.
How to do it? Is this possible with PSE3 or does it take an other software?

Yes,
On a PC, press on Shift - PrintScreen. This will capture the entire document. In PSE after that, click on File / New / From clipboard. Crop to the desired size.
On a Mac, press on Command - Shift - 4, then drag a selection around the object (or press space and move the camera around until over the layers palette) and press Enter. Image will be on the Desktop.
Hope this helps !
