There are a number of ways to accomplish this, but I find the following is simple to follow.

1. Have both photos open on your desktop.

2. Select the head using any one of a number of methods, thereby silhouetting it.
Chances are you would be best suited in using the polygonal lasso, brush or magic extractor.

I find using the brush gives more control. Begin with a small diameter white brush and paint away the small areas, then switch to a wider brush to delete the remaining background.
After isolating the head continue to paint away the rest of the background so that the head is silhouetted against a white background.

3. To select the head just click on the white background with the magic wand tool with a tolerance of 10. If not all the head is selected try a higher tolerance.
Once selected go to Select>Inverse this will isolate the head from the background and allow you to move only the head.

4. Using the move tool you can drag the head onto the body in the main document.
Position and size the head to fit. Adjust the color to match if necessary.

It will be easier if both the main photo and the head you want to move are the same resolution. If not, then you will have to resize (Scale) it.
To resize (scale): While the head is still active go to Image>Resize>Scale
Grab one of the corners of the bounding box and pull out to enlarge and in to reduce.
