You will find it in your Volume 5, Number 4 issue of Adobe Photoshop Elements Techniques. The only thing I did different was add a bevel. If you use PSE4, the instructions won't match and you will have to do it the old way. Like in Step 2 it doesn't tell you to Edit>Fill>Black, in PSE6 it does it automatically for you.
If you aren't a subscriber, I would highly recommend that you become one. There are tons of tutorials and other helpful things you can learn.
