Is there a way to set something in User CP so you will get an email notification when someone has responded to a questions?

Yes. Scroll down and click on "Edit Options" in the menu on the left when you are in User CP. Then scroll down until you see "Default Thread Subscription Mode." There is a drop down menu you can click on there, and what you want is on that menu. Just click on it. ;)
