Is Lightroom 2 a big advantage over PSE, if you do NOT shoot in raw? Thanks!

It depends on what you want to do with the images you're working on. If it's just color correction and tonal adjustments etc then Lightroom has the advantage with it's precision tools and more robust color management etc. Lightroom is strictly for Photographers.
Elements on the other hand is a better all round product for the world of image editing in general. You can manipulate images better with layers, and perform more complex alterations.
Ideally, in my opinion anyway, Lightroom is a great add on for Photoshop or Elements but it doesn't completely replace it! It's not designed to.

Just got it and it hates me.
I can't open any of my images. Seems I am one of the lucky ones to pick up a bug that they have no fix for yet.
I also wanted to network from my external to my desktop and my laptop and I don't think that will be possible.
At this point, I am sorry I spent the money! :(

If you're not using RAW images then I'd say Lightroom is not for you. It is a Pixel Processing rather than a Pixel Editor - which means that its primary use is for processing images to obtain the correct rendering of hues, saturation and lightness etc. It has really limited editing capability - i.e creative editing.
While LR can process JPEG images there are limitations that these types of images bring since they are already processed destructively - that is you can't undo what the camera has done very easily if at all.
LR does have Digital Assement Management functions - Library management - but it requires a different approach from Elements and is perhaps not that easy to use at first.
My advice would be if you're not into RAW images then don't get LR.
