Hi KellyLynne,
I have elements 03. I go to filter>adjustments>photo filter. You can choose your own color for the adjustment and play with the slider for some really cool effects.

Kelly Lynne, I use Hue/Saturation layer. Check colorize, then my starting point for Sepia tones is Hue=35-40/Saturation= 20-25, adjust to taste. You can fine tune your settings to suit your needs, but this is but one way to achieve nice sepia tones, and my preferred method as it allows me to tweek according to exposure. Hope this helps.

You can also make a blank layer above your image, fill it with any color, change the Blend Mode to Overlay, adjust the Opacity as desired.

Kelly,
Try placing a new layer over the B/W layer, set it to Color and fill it with Dark Brown. Adjust the layer's opacity to taste. Additionally you can change the hue/sat with a grouped adjustment layer.

Check out Kimi's method on her blog. Look for the December 7, 2007 entry for her "recipe" for her own chocolate filter.
