straightening in RAW

Hi I can straighten my photos in JPEG format but when I open a RAW file and try to straighten it something different happens. I drag the level line across the pic as before right on what should be a level line but this time instead of the pic adjusting its level stays the same tilt but an outline or frame appears around it in a somewhat tilted form. Its almost as though if I could get the picture to adjust its tilt just like the frame around it I would be ok but I cant..

It is a little disconcerting but when the file goes to the editor it will be rotated correctly.

Notice you can also crop by pulling the lines in and the crop will be aligned correctly as well.
