Old Time Photo Collage Help Needed

I thought I was doing this right but obviously I missed a step somewhere. I have mat that I created. On the mat are several custom shapes. I am trying to place pictures on the mat and can't seem to figure it out. I think I did something wrong. I am using shapes other than squares. Can you help me.

1st double check you used custom shape and not the cookie cutter tool(they both have the same shapes, but work differently). If used custom shape click on the shape with the magic wand set to contiguous and then paste into selection. If the cookie cutter, I believe you will have to paste into a blank layer, drag it below the shape cutout and group them.
