Hi Bud,
I don't know of any online "class," but there are quite a few online tutorials for the Out of Bounds process. Here are a few of the most popular for Photoshop Elements. Print one of them out and try it.

Hi Bud ...
One of the first places I always look first is the subscriber area to our own Village site .. and you do tend to find that most things are covered in there. :)
Dave Cross has a really good Video on this technique its date the 26th August 2005 and is Called Border Breakout :)
