Does anyone know what filter to use to make a photo look like it is made up entirely of colored lights? I have heard it called fractured or fractulus but don't know the real name of the process.

Hi Karen, and welcome to Elements Village. Fractalius is a downloadable Filter plugin. A trial is free, but the trial leaves a mark on the image. Here's the link:

You can create quite a few different effects with Fractalius. I use it and love it, but there is no preset to make your photo look like it's made up of lights. You may possibly be able to get that effect by experimenting using the slider settings.

The effects you can get go from extreme fractal type images, some that look like your image is made up of lightening streaks, simple edge-darkening effects, batik-looking effects.
