For starters, take a look at the following and see if any fits your situation.
http://windowshelp.microsoft.com/Windows/en-US/help/084cfbd0-c048-4983-97ce-7ce894f7e2c41033.mspx
More details of your computer setup might rule in or out the cause.
I will look around to see what else I can find.

Done all of that. I've reinstall and repaired. My computer is a Dell a few months old.

What is the precise error?
When does the error appear? Before or after you see the Welcome Screen? Right after you click Edit or Organize? Or after the Editor or Organizer are fully started and you've started using it?
With more information, I can guide you to more specific troubleshooting.

There could be many causes of a runtime error (you didn’t specify the particular error). Try these troubleshooting steps; even if you think you’ve done a step before, do it again following Adobe’s instructions precisely:
1. Try repairing the catalog. To do that, start the PSE Welcome screen, hit Ctrl-Alt-Shift, click Organize, and keep holding down Ctrl-Alt-Shift until the Catalog Manager window appears. Select your catalog and click Repair.
2. Try rebuilding the thumbnail cache, as described here:

If you have lots of raw files, follow the link in the post on that topic.
3. Did you update to ACR (Adobe Camera Raw) 4.5? If so, try replacing it with an earlier version.
4. Try applying the licensing patch:
http://www.adobe.com/go/kb403002 (http://www.adobe.com/go/kb403002)
5. Try Adobe’s don’t-have-a-clue troubleshooting steps:
http://www.adobe.com/go/kb402603 (http://www.adobe.com/go/kb402603)
The steps that seem most likely include:
2. Install current Windows service packs and other updates.
3. Re-create the Photoshop Elements preferences files and registry entries.
4. Run Photoshop Elements as an administrator.
5. Run Photoshop Elements while no other applications are running.
9. Reinstall Photoshop Elements in a simplified mode (no anti-virus, etc.)
10. Run Photoshop Elements in a new user account.
11. Disable UAC (User Access Control).

I put all of my pictures on a dvd. And then deleted them. Now I'm going to reinstall Elements.

Beware that simply uninstalling PSE still leaves significant traces behind, especially the so-called user preferences and Windows registry entries, which reinstalling won't overwrite. That's the reason for steps 3 and 10 in Adobe's troubleshooting document and one reason why simply reinstalling doesn't fix many problems.

Also, reinstalling won't delete old catalogs, so if the problem is with the catalog, reinstalling won't help. That's the reason for the very first troubleshooting step, repairing the catalog.
