I would like some advise or tuturial on creating custom borders in Elememts 4.0.:confused:

If you are a subscriber than you will find some great vids on the subject at http://www.photoshopelementsuser.com/subscriber/videotips.php Jan 10, 2004 is the date on one that I found helpful!
What kind of border are you looking to make?

In PSE4, I believe there are some Frames under the Styles & Effects Palette. I don't have 4 so I can't tell you exactly where they are. Explore under the different icons and dropdown menus in the palette and you'll probably find them.

There are also a couple videos in the subscribers section on Frames, on these dates:
