After I get done editing my pictures (usually RAW) in PSE5, and save them (as TIFFs), they're always...blander, in any other program that I use to view them than in PS. I keep thinking I've got a picture like I want it only to realize that it's not what it's going to look like printed or on the web. What's going on with this?

I am not sure it matters. But is there a reason for saving as a tiff. I thought i would bump this up for you . Maybe someone has an answer.

Take a look at the color profile. My guess is that the image is something other than sRGB - PSE will show it correctly but for other programs, including web browsers that don't recognize color spaces they won't unless it's sRGB. If you are using PSE4,5 or 6 you can convert it to sRGB before posting to the Web. Image>Convert Color Profile>Apply sRGB Profile.

Is it better to save is sRGB than adobe RGB? When would it matter?

She writes little photoshop hints with her images:

Another question I've seen on other people's streams is this...
"When I look at my picture in Photoshop it is so vibrant, but when I upload it to flickr or the internet it just looks blah...what happened?"
I have a great solution for you!!! The profile is wrong on your image and it is very easy to fix!
Before we begin you need to know this has to be the LAST step before you save.
To Convert your Profile:
1. Go up to Edit
2. Click Convert to Profile
3. Click the dialog box and scroll down to sRGB IEC61966-2.1(or some strange number... you'll forgive me if I don't have it memorized at this moment).
4. Save your Image!!!
5. Do it again but this time save it as action to make it instant next time you need it

Tony, Alice, many thanks, it worked perfectly.
Ladybug: I save them as TIFF's (when I'm done editing them) to get them out of a proprietary format (Fuji's .rah or Photoshop's .psd) that may or may not be around in the future and to keep them in a lossless state.
Now, on to the next 600 shots. :)

sRGB is already greyed out. Does this mean it is set for that? Also what about my printer settings? Do I just leave it set on Epson settings? I find all this very confusing:confused::o
