.EPS file - open in PSE

I got some .eps files.

Can I use them in PSE 5.0?
And how do I do then?

Yes you can, although some, if I recall don't work 100%.

When you open an eps you'll get a dialog box asking you for the dimensions; it's just the same as creating a new document or resizing an existing image: you enter width and height and the dpi you require. You'll get the content of the eps as a rasterized layer.
