True HDR you can't - you need a separate program like Photomatix or an exposure blending program to do it but you can do pseudo HDR and there are several ways to do that. You can use multiple exposures and blend them using for example the Photomerge tools but that requires different exposures. You can open an image (ideally a Raw one but you can also do it with a jpeg) in Camera Raw and create two differently exposed versions and then blend them. Or you can really fake it by just adjusting the sliders to lighten the shadows, recover the highlights, increase the contrast. Here's a tutorial for doing it in Lightroom:

You can't do all the things done here in the PSE6 version of Camera Raw but you can do most of them and then switch into the editor and make the color adjustments there.
Matt Kloskowski has a similar method of doing it, but not using the Camera Raw editor in the latest edition of the PET newsletter.
Doing it on a single image will only work if you don't have blown highlights or lost detail in the shadows and you will get noise appearing that you have to deal with but on the right sort of image it can be quite effective.
