Menu bar hidden in organizer

I just installed PS Elements 6 in a dell computer at work. In the organizer, the menu bar (File, Edit, Find, View, Window and Help) are now hidden behind a tiny bar that you must click on first to access it by means of a drop down menu...it looks like this >>

I've tried every thing that I can think of to restore it but nothing has worked.:confused: Does anyone know how to get the menu back to displaying at the top of the organizer??

The minimum system requirements for Photoshop Elements listed at
http://www.adobe.com/products/photoshopelwin/systemreqs/
include

"1,024x768 monitor resolution at 96dpi or less"

While it can be larger than 1024x768, it can NOT be set for greater than 96dpi. The symptom you are seeing probably means the options in Windows on that system were probably changed to be have a setting higher than 96dpi.
