I have a class pic of 30 students and I need to circle the face of the person who owns the pic for a slide show so that it is clear who he was 30 years ago. I have tried a number of ways and none and mostly I end up with a color circle over the face. How do I do this, and can I do it without getting into layers? (Elements 4)

negritamartinez, I have PSE 6, but I will assume the same tools/steps apply.
Open a COPY of your image (never work on the only one you have), and use the circular marquee tool to draw a circle around the face.
Find the Stroke command in the menus, its probably under Edit.
Pick a size in # pixels for the width for the line, and a suitable color, and any of the "Location" choices will probably work as long as the circle is not too small, otherwise pick "outside". You may also have a "Transparancy" option you can set if you like.

Using the circle marquee tool drag a circle to the size you want and then go to Edit>Stroke
Enter the thickness you wish the circle to be and hit OK. Make sure that your foreground color is the color you want he circle to be.

There must be something wrong in my settings. I've done the marquee>stroke (outside) width 5, color black, mode normal, opacity 5 etc. procedure but when I press OK, the marching ants continue then I click outside of the photo and the marquee disappears. Could it be a setting not allowing the this to happen?
Yes, the problem was that the opacity was too low, I put it at 70 and my circle appears. GREAT!
