Does Photoshop Elements 6 have the ability to "marquee" (a feature in Photoshop CS3), which allows the removal of things like a square white background from a round picture?

Photoshop elements has the same rectangular and oval marquee tools as full Photoshop.

In the problem you describe I would probably use the magic wand tool to select and delete the white background, though the oval marquee tool would work well too. Kind of depends on the details of the photo which method is best or easiest.
