PSE6 effects/filter problem

When trying to apply some of the effects, I get the following message:
"the command '___' is not currently available"
Does anyone know what this problem is and how to fix it?

One thought is that some filters cannot be applied to a background layer ... maybe that is part of the problem.

in regards to filters I agree with Wendy. As for actions and effects, they may not be for Elements.

Like the others said it's usually because of being on the wrong sort of layer (background, adjustment layer). Try duplicating the background layer and applying the effect/filter to that. Some filters also will only run in RAM memory so if you're short of RAM or have a very large image they won't work but I can't remember if they give that error message or something a bit more explicit.
