I want to submit some of my photos to a stock agency that requires a minimum of 48MB UNcompressed. Right now my photos are only 28MB uncompressed as JPEGs. I was told that after I download my photos I need to then save them as TIFFs to get the highest uncompression and then save again as JPEGs? Is this correct and if so how do I do this without loss?

What do you mean by "uncompressed as JPEGs"?
Are you shooting digitally? If so, you may want to consider shooting your files as RAW, then converting them to TIFF. Since you already have the images, though, this isn't going to be a possibility *right now*.
You may need to convert your JPG to 16-bit color, then save it as a 16-bit TIFF. This should explode your file size beyond the 48M minimum, especially if it is a 24M JPG!
Unfortunately, once you saved the image as a JPG, whether that came from the camera or you converted after it was imported, you have lost *some* quality, regardless of the settings. That loss, however, will likely not matter visually if you chose the lowest compression setting.
Good luck,
