I have Elements 6. I have a picture that has several layers to it, when I copy the picture ... then make a blank file and select the option to make the background transparent then copy my picture to the blank file it shows the picture with the background blank ... however when I try to save a a jpeg file the background changes to a white color ... is there a way to save as jpeg & have the background remain transparent?

You can retain the transparency by saving as an PNG file.
Go to File>Save As>PNG ..

Jpegs do not support transparency. If you need to use a jpg one way is to use a background the same color as whatever you will be pasting on so it doesn't show.
Gif is a good choice for transparent backgounds for posting on the web. You may want to choose a matte that matches the background destination when you do save for web to avoid halos.
psd, png, gif, tif are formats that support transparency.
